The same content on pages for different cities is no longer a good idea
One of the tactics service providers used to use was to create separate pages for every city they serve, then just copy and paste the same generic content describing their overall services into every one of those city pages. It worked for a while to get web traffic to websites, but it’s a thing of the past. Google’s algorithm changes make it impossible for that tactic to be beneficial - in fact, it’s going to hurt you if your site still has that kind of content because Google will see it as duplicate content and penalize your entire website. User experience on your website is something Google considers when ranking your site
Google is getting smarter and smarter all the time. Every algorithm change increases its ability to detect exactly what users are doing when they visit your website. That means Google is now able to detect how long a user is on your site, what they do while on the page, and whether or not your page was useful. For example: If searchers who visit your site don’t stay very long - Google takes that as a sign that your site is not very useful and will not favor it in search results.
